Punjab Saaf Pani Company, Lahore
From November 2016 to February 2018, PITCO, in collaboration with Fichtner GmbH & Co. KG, served as the Owner’s Consultant for the first phase of the ‘Khadim-e-Punjab Saaf Pani Program,’ initiated by the Government of Punjab to ensure safe drinking water supply in rural and peri-urban areas. The project, managed by the Punjab Saaf Pani Company (PSPC), covered 137 rural tehsils (~20,000 villages) and involved executing 14 EPC contracts for the design, supply, installation, and 5-year O&M of various water sector projects. The program aimed to provide clean drinking water to 90% of the population within a 1 km radius.
PITCO’s services included reviewing feasibility studies, preparing engineering designs, conducting village-level surveys, and planning for rural area drinking water supply. PITCO developed technical specifications, financing plans, and environmental management plans, prepared bidding documents, and provided technical assistance in pre-qualification, tender evaluation, contract award, and construction supervision. PITCO also digitized around 17,000 settlements, conducted GIS surveys for pipeline route elevation profiling, and performed GIS proximity analysis for site suitability. The project resulted in the implementation of filtration plants, ensuring clean drinking water availability within 1 km distance for nearly every citizen in the targeted areas.
