From September 2005 to December 2006, PITCO, in collaboration with Fichtner GmbH & Co. KG, conducted a comprehensive reform strategy for municipal water supply and sanitation in Punjab, Pakistan. The project, funded by the World Bank, aimed to improve and upgrade water supply and sanitation systems in eight major cities: Faisalabad, Gujranwala, Multan, Rawalpindi, Bahawalpur, Dera Ghazi Khan, Sargodha, and Sialkot. The study evaluated various options for enhancing service efficiency through contractual arrangements, public-private partnerships, and financial incentives, establishing clear rules for utility cost determination and quality monitoring.

PITCO’s services included conducting economic, social, and financial analyses, performing social impact assessments, and carrying out willingness to pay surveys and tariff analyses. Our team defined rules for tariff determination, developed measures for monitoring water supply and sanitation services, and conducted training needs analyses. PITCO also focused on institutional capacity building, consensus-building workshops, and action and implementation plans. The project aimed to enhance customer service and business performance standards, reduce costs, improve cost recovery strategies, and establish an institutional framework for sustained improvements in water supply and sanitation services.
