PITCO, as the primary subcontractor to International Resources Group (IRG), conducted an operational audit of HESCO under the USAID-funded Power Distribution Program from October 2010 to April 2011. The audit aimed to improve the financial, commercial, and technical standing of HESCO by evaluating performance across governance, engineering operations, financial management, commercial practices, human resources, and communications. The project covered multiple locations within Pakistan, including Hyderabad, Nawabshah, Larkana, and others. The audit was designed to establish baseline information for measuring improvement over time, identify areas for fundamental improvement, and provide actionable recommendations.

The audit process involved extensive data collection and evaluation in collaboration with HESCO’s management. Our team reviewed governance structures, organizational design, and operational practices. PITCO analyzed system maps, planning processes, procurement methods, and construction standards. The financial management audit identified key financial parameters and assessed processes for internal control, cash management, and operational financing. The commercial management audit reviewed the revenue cycle, billing practices, and customer services, while the human resources audit evaluated HR policies, recruitment processes, and training needs. The communications and outreach audit assessed internal and external communication strategies. The findings and recommendations aimed to enhance transparency, efficiency, and performance in all operational areas.
