From 2015 to 2016, PITCO conducted a low carbon scenario analysis for Pakistan, funded by the International Institute for Sustainable Development (IISD). The project aimed to demonstrate how mitigation actions can contribute to low-carbon pathways in six sectors: energy, transport, industry, agriculture, forestry, and waste. The analysis involved assessing GHG emissions baselines, projecting emissions, and reviewing potential mitigation actions to strengthen the evidence base for prioritizing GHG abatement actions and investments.
PITCO’s services included engaging stakeholders in target sectors, developing sectoral baselines, and establishing a methodological approach for sectoral assessment. Our team collected demographic, socio-economic, and other relevant data, reviewed methodologies for quantifying emissions, and calculated sectoral emissions projections. PITCO developed low carbon scenarios for each sector, assessed current mitigation actions, and conducted barrier analysis to identify key issues for implementing carbon offset mechanisms. The final deliverables included a comprehensive report on emissions pathways under different scenarios and recommendations for low carbon choices by public and private sector decision-makers
