From May 2010 to September 2015, PITCO, in collaboration with International Resources Group (IRG), implemented Performance Improvement Action Plans at nine DISCOs under the USAID-funded Power Distribution Program. The project involved establishing Planning & Engineering Centers, implementing GIS-based mapping, and conducting load flow analysis to improve operational efficiency. A key component was the Load Data Improvement program, which involved installing AMRs on all 8,700 outgoing and incoming feeders across Pakistan, eliminating forced load shedding and earning USAID’s highest appreciation awards.

The implementation also included upgrading the CIS and ERP systems, installing electronic and RF-enabled meters, and conducting energy conservation and demand-side management activities. Specific interventions included the installation of LT capacitors, piloting prepayment metering technology, and developing integrated customer service call centers. The project also focused on training and capacity building, establishing utility exchange programs, and revamping HR systems. The comprehensive implementation aimed to enhance the operational, financial, and technical performance of the DISCOs, leading to improved service delivery and reduced losses.
