PITCO, as the primary subcontractor to International Resources Group (IRG), was tasked with developing Performance Improvement Action Plans for nine government-owned electric power distribution companies (DISCOs) in Pakistan under the USAID-funded Power Distribution Program from October 2010 to September 2015. The objective was to present a roadmap for significant improvements in financial sustainability, reduction of technical and non-technical losses, and high-quality service delivery. The action plans provided a global strategy to achieve short- and long-term goals, including estimates of required investments and a timeframe for implementation.
The performance improvement action plans covered various areas of DISCO operations, including governance, organizational structure, financial management, commercial management, and human resources. The plans included detailed recommendations for expanding and rehabilitating the distribution system, improving financial forecasting and budgetary planning, enhancing customer care and services, and implementing a new Customer Information System (CIS). The plans also addressed the need for modernizing HR practices, conducting training and capacity building, and improving internal and external communication strategies. The comprehensive action plans aimed to transform the DISCOs into financially viable and efficient entities.
