PITCO, as the primary subcontractor to International Resources Group (IRG), developed the Business Plan / Distribution Integrated Investment Plan (DIIP) for PESCO under the USAID-funded Power Distribution Program from October 2010 to September 2015. The objective was to create a document to guide the CEO and senior managers in making PESCO a financially viable company by improving regulation, governance, technology, and human resources. The integrated plan covered core business improvements in distribution system expansion and rehabilitation, and support business initiatives in commercial, financial, and HR functions.

The plan included a detailed assessment of PESCO’s organizational structure, financial management, and operational practices. It provided recommendations for expanding and rehabilitating the distribution system, implementing modern technology, and enhancing customer services. The plan also addressed the need for improving HR practices, conducting training and capacity building, and enhancing internal and external communication. The comprehensive DIIP aimed to steer PESCO in a strategic direction, ensuring long-term sustainability and improved service quality.
