From October 2010 to September 2015, The USAID Power Distribution Program (PDP) was a $220 million initiative aimed at improving Pakistan’s electricity distribution sector by enhancing the performance of distribution companies (DISCOs). The five-year program focused on addressing high energy losses, operational inefficiencies, and outdated management practices. Implemented by International Resources Group (IRG) with PITCO as a key subcontractor, PDP provided a holistic approach, conducting operational audits, developing performance improvement plans, and launching pilot projects across nine DISCOs. The initiative aimed to deliver substantial, lasting improvements to the power sector’s sustainability.
Key achievements included establishing Planning & Engineering Centers, deploying GIS-based mapping, and implementing Automatic Meter Reading (AMR) systems to improve the service delivery. Additionally, PDP facilitated energy conservation efforts, introduced cost-reflective tariff models, and modernized human resource management. The program’s comprehensive strategy helped DISCOs reduce energy losses, optimize operations, and align their performance with international best practices, setting the stage for a more efficient and financially viable electricity distribution network in Pakistan
